Effective change management means that every change must be authorized by a suitable change authority at various points in its lifecycle. Typical authorization points include before build and test starts, before being checked into the DML, and before deployment to the live environment.
The decision on whether to authorize the next step is made based on the evaluation of the change resulting from this process.
